NOTE: this CVE is only about Laravel framework's writeNewEnvironmentFileWith function in src/Illuminate/Foundation/Console/KeyGenerateCommand.php, which uses file_put_contents without restricting the .env permissions. The .env filename is not used exclusively by Laravel framework.
